The deputies plans to submit bills to stimulate the production of electricity from alternative sources and improve support for producers, as well as to consider the creation of a new hydrogen pipeline Ukraine – EU and attract investment for this project. Also, by the end of this year, Ukraine must approve the hydrogen strategy and approve an action plan for its implementation.
This is stated, among other things, in the decision of the National Security and Defense Council of Ukraine “On measures to neutralize threats in the energy sector.” The decision has already been implemented by the decree of the President of Ukraine.
The decision of the National Security and Defense Council notes that the Cabinet of Ministers should work on the management of Donetskoblgaz to ensure natural gas supply to consumers in the region.
It is also necessary to analyze the ownership structure of all electricity distribution system operators and universal service providers and to establish the actual ultimate beneficial owners of such entities.
In addition, the National Security and Defense Council instructed the Cabinet of Ministers to determine by December 31 the procedure for a gradual transition to an economically reasonable price for electricity for household consumers. In the context of such a transition, it is necessary to provide social protection for persons in need of state support and assistance.
By September 30, the Government must also develop and approve a plan to establish the fair value of electricity for household consumers.
The Government must also ensure the transition from the commodity to the financial mechanism of JI for market participants, ensuring the availability of electricity for household consumers from October 1, 2021.
